1. Background/Introduction
The Children’s Justice Center (CJC) is a calming facility which serves children and families who are experiencing the crisis and chaos that comes with the disclosure of significant physical or sexual abuse of a child. The Center is designed to help children feel safe and comfortable so that they may begin to deal with the difficult and often frightening issues that surround abuse. The Children’s Justice Center provides or coordinates the following:
- Investigation of child abuse by trained professionals
- Comprehensive child interview process
- Mental health treatment
- Short term crisis counseling
- Referrals for medical services
- Victim assistance support services
- Emotional support for child and family
- Monitoring of case progress
- Community education
Our office is located in Nephi, Utah.
2. Project Goals and Scope of Services
The Juab/Millard County CJC is seeking the services of a therapist licensed under the Mental Health Professional Act (UCA 58-60-101) as one of the following:
a. Licensed Clinical Social Worker
b. Marriage and Family Therapist
c. Licensed Clinical Mental Health Counselor
d. Physician and surgeon, or osteopathic physician engaged in the practice of mental health therapy
e. Advanced practice Registered Nurse, specializing in psychiatric mental health nursing
f. Licensed psychologist qualified to engage in the practice of mental health therapy
The therapist will provide direct evidence-based assessments and treatment sessions to child victims and secondary victims when other resources are not available, or there is an extensive wait time. The therapist will attend Multidisciplinary Team meetings and provide input in case reviews. The therapist will work with the CJC Director to provide monthly tracking of treatment provided and participation of individual victims.

The Request for Proposal timeline is as follows:
Request for RFP: 12/11/2023
Deadline for bidders to submit: 01/31/2024
Selection of top bidders/notification to unsuccessful bidders: 02/14/2024
4. Time and Place of Submission of Proposals
The RFP will be posted on: JuabCounty.com
Respondents to this RFP must submit one original and five copies of their proposal. Responses must be received no later than 1/31/2024. Responses should be clearly marked “RFP-Contracted Therapy Services” and mailed or delivered to the contact person listed above.
5. Elements of Proposal
A submission must, at minimum, include the following elements:
· Description of the provider that includes credentials and experience.
· Information on evidence-based trauma treatment education and experience
· A one-page narrative outlining the provider’s strengths and distinguishing skills or capabilities as they might relate to clients served at the CJC.
6. Evaluation Criteria
The successful respondent will have:
· The appropriate, current license as a Licensed Clinical Social Worker; Marriage and Family Therapist; Licensed Clinical Mental Health Counselor; physician and surgeon, or osteopathic physician engaged in the practice of mental health therapy; advanced practice Registered Nurse, specializing in psychiatric mental health nursing; or a licensed psychologist qualified to engage in the practice of mental health therapy
· Documented 40 hours of evidence-based trauma training or more
· Documented evidence-based trauma training supervision or consultation
· The education, experience, knowledge, skills, and qualifications necessary to provide in person individual therapy sessions, as well as individual teletherapy sessions
· Experience working with victims of trauma, including children
