County Administrator/HR
This will be a concurrent recruitment for both internal Juab County applicants and external applicants.
This is an exempt position appointed by the Juab County Commission and serves at the will and pleasure of the County Commission.
WORK LOCATION: 160 N. Main Street, Nephi, Utah.
COMPENSATION: This is a full-time position with health, dental and life insurance and retirement benefits. Actual salary to be determined based on past work experience and qualifications.

JOB DESCRIPTION: Position is responsible for countywide leadership, fiscal management and implementation of major policies and procedures. Candidate should demonstrate leadership, organizational skills and a proven record of managing people through a collaborative team approach. Under general guidance and direction of the Juab County Commission, performs the following duties:
- Serve as County Administrator for the County Per County Ordinance 2-1-7.
- Serve as Human Resource Director and Benefits Coordinator.
- Plan meetings, prepare and post agendas for JRDA Board meetings.
- Attend County Commission meetings to provide input and accept related assignments.
- Administer Juab County merit pay plan under the direction of the County Commission.
- Perform financial analysis for county programs under the direction of the County Commission.
- Carry out policies and programs and other duties as established by Commission. Provide administrative support for County Commission in all functions requested.
- Notify Commission Chairman immediately of emergency or critical situations.
- Supervise Landfill Manager and operations to ensure compliance with landfill laws, rules and regulations.
- Manage budget and relationship with DUP (Daughters of Utah Pioneers) and building oversight.
- Serve as county liability insurance and risk management coordinator.
- Recommend to Commission plans, programs, regulations, procedures, and polices that will improve operations.
- Serve as a resource for elected officials and department heads in such areas as general management of their departments, personnel, purchasing and personnel management.
- Should have an understanding of accounting requirements and work with outside audit agencies.
- Provide legislative review and a deep understanding of statutory and regulatory frameworks, capable of analyzing proposed laws, interpreting policy impacts, and ensuring compliance with evolving legal requirements that could impact the County.
- Experience in grant writing and preparation, capable of developing compelling proposals, managing application timelines, and ensuring compliance with funding requirements.
MINIMUM REQUIREMENTS: Bachelor’s Degree with major study in Business Administration and/or emphasis and experience in Human Resources preferred. Minimum 5 years’ experience in human resource management, and general administration or supervisory duties or any combination of education and experience which demonstrates possession of required knowledge, skills and abilities. Must possess a current Utah drivers’ license; Must be a U.S. citizen. Good quality oral and written communications skills required. Ability to professionally and effectively manage time, priorities and personnel in order to accomplish the ever-changing needs of Juab County. Must be a proven and visionary Manager and Leader. Accounting experience is a plus, particularly for candidates comfortable interpreting financial statements, budgets, and fiscal implications of legislation.
